Electronic patient dossier (EPD) Ensure data protection-compliant access to patient data

Swiss hospitals are required to offer the EPD by April 2020. This heralds a new era in the treatment process. Upon admission, patients are referred to their EPD and the hospital downloads the EPD from a central community directory. When the patient is discharged, it is uploaded again. The patient has the right to know exactly which doctor uploaded what and may restrict access to his dossier.

Hospitals must therefore create electronic identities for their medical staff in order to transmit this master data to the parent community without errors. Every electronic identity also requires a means of identification such as the Swiss ID. This logistics can turn into a nightmare for a hospital.

Challanges

Organisation

Employee identity management is getting more sophisticated. The data of medical personnel becomes more extensive and must be administered error-free. The abbreviations no longer belong in the HR master data. This is complemented by the representation in an organizational plan and the handling of multiple positions (e.g. for attending physicians).

Employees process

From recruitment to employment to dismissal, the employee process must be complete and on time, especially for medical personnel. The issuance of means of identification becomes a major challenge, as each employee must identify himself personally by means of identification before an means of identification may be issued.

Technology

The new challenges can partly be met without technical support. However, the administrative effort is enormous, as hospitals in particular have a high fluctuation rate. The hospitals are required to automate data flows along the processes.

A conscientious preparation such as the naming of the responsible persons, the definition of a structural organization as well as the definition of clear processes already help today not to miss the start in April 2020. In combination with technology, every hospital can make a huge leap towards digitization. No more paperwork but clear processes with electronic support.

Use

It is impossible for all hospitals on the cantonal hospital lists to bypass the law. It is prudent to automate these constant and complex processes as far as possible. IPG predicts the growth of patients with their own electronic dossier to around 5% within two years. The automation right from the beginning massively lowers costs and ensures compliance.
